She was killed and two other passengers taken to hospital after a silver BMW careered out of control and ploughed through railings on St Philip's Bridge, off Passage Street, at 4am yesterday.
Six police officers who dived into the river to try to save her also required hospital treatment as a precaution.
A spokesman for Avon and Somerset Constabulary said a 33-year-old Bristol man had been charged with causing death by dangerous driving, drink driving, driving without insurance, and driving a vehicle without a licence.
He has been denied bail and will appear at Bristol Magistrates' Court tomorrow.
A 21-year-old woman from Bristol who was also arrested has been released on police bail pending further inquiries.
Five people were in the car at the time of the crash and Avon Fire and Rescue Service were sent to attempt to free those trapped.
